National School Bus Company, Case No. 2225

Page 2

We have met many times with the applicants and their
consultants to discuss the general ideas and detailed
issues associated with the improvements proposed for the
site. Previously, they had requested approval of a site
plan with no improvements, requesting variances to almost
all sections of the design standards. We made it clear
that the City could not accept this approach and they have
applied now with a plan that is vastly improved over the
previous proposal.

2. DEVELOPMENT ANALYSIS
Planninq Considerations

The property is located within the Twin Lakes
Redevelopment Plan area. This plan has been adopted by
the City of Roseville, but cannot be legally adopted until
it has been reviewed by the Metropolitan Council. The Met
Council review is on hold until Roseville provides the
detailed transportation information that will be developed
by BRW in their current study. The proposed use is not
consistent with the Twin Lakes Plan.

The property is guided Industrial and zoned
Industry. The approval of this use requires a
distinct special use permit. The approval of
use permit is the point in the planning process
nonconforming sites are brought into compliance
Code.

General
new and
a special
at which
with the
