That the entire building shall be painted in an <br />attractive manner immediately with plans prepared and <br />approved by City staff to bring the building completely <br />up to zoning code design standards within five years. <br /> <br />6. In the event that the City decides not to acquire and <br />build Arthur street, the applicant shall prepare and <br />implement a site plan to be approved by City staff, <br />removing all parking within a 15 foot landscape setback <br />from Prior Avenue, replacing the parking, if needed, on <br />the east side of the site where Arthur street was to be <br />acquired. Such site improvements shall be made within <br />one year of the decision not to build Arthur Street. <br />The plan shall include adequate screening of the <br />overhead doors on the west side of the building from <br />Prior Avenue. <br /> <br />Alternatives: <br /> <br />1. Deny the request ba~ed on the finding that the proposed use <br />would be detrimental to the general public welfare and not <br />consistent with the City's zoning ordinance requirements. <br /> <br />2. Approve the proposal as presented with conditions if so <br />desired. <br /> <br />Policy Obiectives: <br /> <br />1. To insure that development occurs consistent with the City's <br />comprehensive plan and zoning ordinance requirements. <br /> <br />2 . To insure that development does not adversely affect the <br />general health, safety, and general welfare of the community. <br /> <br />Staff Recommendation: <br /> <br />1. It is recommended that the City Council deny the variance and <br />approve the special use permit for a school and charter bus <br />storage and maintenance facility at 1905 W. County Road C <br />wi th the following condi tions recommended by the Planning <br />Commission. <br /> <br />Council Action Reauested: <br /> <br />1. Motion to deny National School Bus Service, Inc. request for <br />variances for a school and charter bus storage and <br />maintenance facility at 1905 W. County Road C. <br /> <br />2. Motion to approve National School Bus service, Inc. request <br />for a special use permit for a school and charter bus storage <br />and maintenance facility at 1905 W. County Road C with the <br />conditions recommended by the Planning Commission. <br />
