Background: 1. The City has previously approved a comprehensive plan change, rezoning, general concept PUD plan and preliminary plat for Concordia Academy/Rottlund Homes at 2400 North Dale Street. 2. The PUD ordinance requires that as a final step in the PUD process that the city Council approve a final plan and final plat for the project consistent with previous approvals. 3. Concordia Academy/Rottlund Homes has submitted the required final plans and plat for city review. Staff has reviewed them and find them to be complete. Final details concerning drainage, utilities, street design and parkland dedication requirements will be worked out prior to or as part of the building permit process. Staff Recommendation: 1. It is recommended that the City Council approve Concordia Academy/Rottlund Homes request for final PUD plan and final plat approval at 2400 Dale Street North subject to: a. That Rottlund Homes pay a park dedication fee equal to $400 per unit on the residential portion of the project prior to issuance of building permits and that Concordia School pay a park dedication fee, or dedicates 1.4 acres of land or meets its park dedication requirements in another manner acceptable to the City. b. That final drainage, utilities and street design be approved by City staff. c. That a PUD agreement be executed with the city. council Action Requested: 1.
