BACKGROUND <br /> <br />Fuddruckers features a Teen Dance Night on Friday and <br />Saturday nights at their Roseville restaurant at Snelling <br />and County Road C and is applying for a Special Use Permit <br />to continue the program. <br /> <br />The Teen Dance Night is a teen-age nightclub featuring <br />recorded music and dancing from 9:00 p.m. to 12:45 a.m., <br />with food and beverages, but n9 alcohol, available. There <br />is a strict set of rules and regulations designed to <br />insure a safe and fun experience for all, and security <br />people are to be on the premises at all times. <br /> <br />The proposal addresses an issue many of us are concerned <br />about: how to provide positive entertainment experiences <br />for teen-agers in the community, free from drugs, alcohol, <br />and violence. The program carries certain risks, but the <br />applicant is willing to institute strict security <br />guidelines, which can be incorporated into the conditions <br />of approval and reviewed if problems arise. <br /> <br />The attached narrative, "FUDDRUCKERS Teen Dance", explains <br />the program and includes a floor plan of the restaurant <br />showing how it accommodates the teen dance. <br /> <br />(The drawing, supplied by the applicant, may be somewhat <br />confusing. It is a reverse copy of a floor plan they had <br />on file. The Roseville restaurant was built as a <br />mirror-image of that drawing, therefore, to accurately <br />depict the layout of this particular building, they copied <br />it backwards.) <br />
