DEVELOPMENT SUMMARY <br /> <br />The proposal does not involve any physical changes to the <br />building or site. <br /> <br />3. DEVELOPMENT ANALYSIS <br /> <br />Planninq Considerations <br /> <br />Parking may be the only physical site planning issue that <br />could be affected by the proposed use. The applicant <br />notes that in their experience, parking is adequate since <br />many younger teens ride with older, licensed teens, and <br />many others are dropped off by parents. Parking is not <br />expected to be a problem, but it would be prudent to <br />include as a condition of approval a stipulation that <br />adequate parking and traffic flow be maintained on site. <br />If problems arise, the permit can be reviewed. <br /> <br />Security is a significant concern, and the applicant has <br />outlined the security measures that will be taken and the <br />rules that govern the teen night. The applicant mentions <br />a similar program at the Fuddruckers restaurant in st. <br />Louis Park. We contacted City Manager Bill Dixon and <br />Police Chief Mitchell who botb said that the program is <br />not a significant problem. There have been police calls <br />there, but the problems have been handled satisfactorily. <br />The City Manager said his own daughter has attended the <br />dance night and reports no problems. <br /> <br />Early in the process we encouraged the applicant to <br />contact Chief Zelinsky directly to discuss security <br />issues. When this still had not occurred as of two weeks <br />ago, we sent a copy of the applicant's information to the <br />Chief and again encouraged the applicant to contact the <br />Police Department. To our knowledge, those discussions <br />have just now been initiated as this report is being <br />written. Substantive comments from the Police Chief may <br />be available for the meeting. <br /> <br />Zoninq Ordinance References <br /> <br />The site is zoned B-1B, Limited Retail District. <br /> <br />Section 8.280. Uses by Special Permit in <br />District: <br /> <br />B-1B <br /> <br />6.23. "Restaurants including live entertainment and <br />dancing." <br />
