The City Council, previously approved Systems Control/Pope <br />Associates, Inc. request for a special use permit and <br />preliminary plat to allow the construction of a automobile <br />emission testing center at 2360 W. County Road C. <br /> <br />2. The applicant has decided to not pursue the County Road C <br />site because of soil problems on the site and liens on the <br />property. <br /> <br />3. The applicant is now requesting approval of a special use <br />permit and variance for a similar facility at 2931 Partridge <br />Road. <br /> <br />4. City ordinances require that automobile related uses in I-2 <br />zoning districts obtain a special use permit. <br /> <br />5. city ordinances require that there be no hard surface between <br />buildings and the street in I-2 zoning districts. The <br />proposal shows a hard surface area between the building and <br />the street, therefore, a variance is required. The <br />applicant agreed to amend the plan to eliminate variances <br />originally necessary for a free standing trash enclosure and <br />for a 15 foot parking setback. <br /> <br />6. The Planning commission recommended approval of Pope <br />Associates, Inc. request for a special use permi t for a <br />automobile related use and variance at 2931 Partridge road <br />with the following conditions: <br /> <br />a. That the engineering concerns about storm sewer and <br />water main location be resolved. <br /> <br />b. That the landscape plan be revised to provide an <br />additional ?verstory tree in the front yard. Additional <br />screening ~n the berm area to screen over doors, <br />repositioning of trees in the easements and right-of-way <br />and relocation and screening of the electrical <br /> <br />(}) <br />
