<br />p <br /> <br />o <br /> <br />f <br /> <br />A <br /> <br />5 <br /> <br />5 <br /> <br />o <br /> <br />A <br /> <br />T <br /> <br />f <br /> <br />5 <br /> <br />( <br /> <br />p <br /> <br />May 31,1991 <br /> <br />Mr. Rick Jopke <br />Assistant Community Development Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br /> <br />RE: Minnesota 11M Program <br />Emission Testing Station <br />Exit Only Curb-Cut <br /> <br />Dear Rick: <br /> <br />The Roseville City Council approved our request for a special use permit at 2931 <br />Partridge Road at its April 22, 1991 meeting. <br /> <br />One of the conditions of this approval was that the one way, exit only, curb-cut be <br />eliminated and that we provide additional landscaping in its place. <br /> <br />The design team knew that this might become an issue but since it was not <br />addressed specifically at the Council meeting we thought that it was no longer a <br />condition that had to be met. <br /> <br />As requested by Systems Control, we would like to review this condition with the <br />City Council at their June 10th meeting. <br /> <br />The plan as submitted allows for the cars in the parking lot to exit through the <br />northern most curb-cut and the vehicles which have been tested to exit through the <br />southern most curb-cut. <br /> <br />Systems Control feels that the elimination of the curb-cut to the south would almost <br />certainly result in a traffic jam at the northern curb-cut during the days of peak <br />traffic volumes. They feel that the advantage of providing the long lanes for <br />stacking would be negated by the congestion created by vehicles exiting from the <br />site. <br /> <br />Systems.
