BACKGROUND <br /> <br />Pope Associates are the architects for Systems Control, <br />the company implementing the State-mandated automobile <br />emission testing program. The current proposal on the <br />Partridge Road site is virtually identical to the project <br />proposed previously for the McGee site on County Road C. <br />The applicant decided to drop that reque?t given problems <br />with soils on site and liens on the property. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Planninq Considerations <br /> <br />The proposed use is appropriate for the site in the 1-2 <br />District. This site is smaller than the previous County <br />Road C site and is encumbered with a City watermain <br />easement and an NSP easement running at an angle through <br />the middle of the property. Therefore, it is difficult to <br />place the proposed building on the site without variances <br />or other special considerations. <br /> <br />The applicant had originally proposed to <br />building parallel to Partridge Road with two <br />site layouts: <br /> <br />place the <br />alternative <br />
