1008.10: PROCEDURE FOR PROCESSING A PUD: <br />A. Application Conference: Upon filing of an application for a PUD, the applicant of the proposed PUD <br />shall arrange for and attend a conference with the City Planner. The primary purpose of the conference <br />shall be to provide the applicant with an opportunity to gather information and obtain guidance as to the <br />general suitability of applicant's proposal for the area for which it is proposed and its conformiry to the <br />provisions of this Chapter before incurring substantial expense in the preparation of plans, surveys and <br />other data. (Ord. 1082, 1-14-1991; amd. 1995 Code) <br />B. Sketch Plan: The sketch plan provides an opportunity for an applicant to submit an informal plan to the <br />City showing the applicant's basic intent and general nature of the development. The sketch plan is <br />optional and is intended to provide feedback from the Planning Commission before the applicant incurs <br />substantial cost in the preparation of formal plans. The sketch plan shall be considered a partial, <br />incomplete application prior to formal submittal of the complete application and scheduling of hearings. <br />C. Open House: Prior to submitting an application far General Concept Plan or PUD Amendment approval, <br />an applicant shall hold an open house meeting with residents and property owners in the vicinity of the <br />project location. <br />1. Purpose: To provide a convenient forum for engaging community members in the development <br />process, to describe the proposal in detail, and to answer questions and solicit feedback. <br />2. Timing: The open house shall be held not more than 30 days prior to the submission of an application <br />for General Concept Plan or PUD Amendment approval and shall be held on a weekday evening <br />beginning between 6:00 p.m. and 7:00 p.m. and ending by 10:00 p.m. <br />3. Location: The open house shall be held at a location in or near the neighborhood affected by the <br />proposed development, and (in the case of a development near Roseville's boundaries) preferably in <br />Roseville. In the event that such a meeting space is not available the applicant shall arrange for the <br />meeting to be held at the City Hall Campus. <br />4. Invitations: The applicant shall prepare a printed invitation indentifying the date, time, place, and <br />purpose of the open house and shall mail the invitation to the recipients in a list prepared and provided <br />in electronic format by Community Development Department staf£ The recipients will include property <br />owners within 500 feet of the project property, members of the Planning Commission and City Council, <br />and other community members that have registered to receive the invitations. <br />5. Summary: A written summary of the open house shall be submitted as a necessary component of an <br />application for General Concept Plan or PUD Amendment approvaL (Ord. 1362, 3-28-2008) <br />D. General Concept Plan: The purpose of a general development concept plan is to formally present a <br />planned unit development and preliminary plat application in a public hearing before the Planning <br />Commission as set forth in Chapter 108 of this code. The plan shall include the following: <br />1. Overall maximum PUD density range. <br />2. General location of major streets and pedestrianways. <br />3. General location and extent of public and common and open space. <br />4. General location of residential and nonresidential land uses with approximate type of intensities of <br />development. <br />5. Staging and time schedule of development. <br />6. Other special criteria for development. (Ord. 1176, 11-25-1996) (Ord. 1362, 3-28-2008) <br />E. Final Development Plan: Following general concept development approval, if given, the applicant shall <br />submit the final development stage application and final plat. The application shall proceed and be acted <br />upon in accordance with section 1015.01 of this Title for zoning district changes. If appropriate, because <br />of the limited scale of the proposal, the concept stage and development stages may proceed <br />simultaneously. <br />Schedule: <br />a. Developer meets with the City Planner to discuss the proposed developments. <br />
