Regular City Council Meeting <br /> Monday,March 24,2014 <br /> Page 10 <br /> Mr. Trudgeon opined that he didn't see them being unresponsive to any issues <br /> brought forward and attempts to address them; and if the noise threshold was <br /> crossed, creating reported noise nuisance, which appeared to be sustained over <br /> time, they could be adequately addressed. Mr. Trudgeon further opined that he <br /> thought the Conditional Use was totally justified. Mr. Trudgeon recognized that <br /> there appeared to be dissatisfaction from some in the adjacent neighborhood, but <br /> he did not define that at the point of being a nuisance under the thresholds out- <br /> lined by State law and City Code. Mr. Trudgeon advised that staff would contin- <br /> ue to monitor that and partner with the University to solve any such problems. As <br /> an example, Mr. Trudgeon noted that, in the past music was played over the pub- <br /> lic address system immediately before games, and based on neighborhood com- <br /> plaints, the University had voluntarily stopped that practice. Mr. Trudgeon reiter- <br /> ated that sufficient safeguards were in place to address those issues; and expressed <br /> confidence that any of them could be worked through cooperatively. <br /> Councilmember McGehee offered to take City Manager Trudgeon's word on that <br /> issue; however, she opined that staff had not done sufficient due diligence to-date, <br /> and didn't even have adequate equipment to measure decibels. Councilmember <br /> McGehee questioned how the City would properly measure and accurately moni- <br /> tor the situation if they didn't even have the equipment available to do so, or to do <br /> so accurately. Councilmember McGehee opined that if the City invested in the <br /> proper equipment, it could address the issue more accurately. <br /> Mayor Roe refocused discussion on the subject at hand, field lighting, not noise <br /> issues. <br /> Councilmember McGehee reiterated that she would take Mr. Trudgeon's word on <br /> this, and if adequate equipment was in place to investigate complaints, she would <br /> be happy. <br /> Laliberte moved, Willmus seconded, adoption of Resolution No. 11137 (At- <br /> tachment E) entitled, "A Resolution Approving Outdoor Athletic facilities with <br /> Field Lighting as a Conditional Use at 3003 Snelling Avenue(PF14-003);" <br /> Roll Call <br /> Ayes: Willmus; Etten; Laliberte; and Roe. <br /> Nays: None. <br /> Abstentions: McGehee. <br /> Councilmember Laliberte thanked neighbors for attending the Planning Commis- <br /> sion meeting to speak; and thanked the Planning Commission and staff for their <br /> work as well. <br />
