Regular City Council Meeting <br /> Monday, March 24,2014 <br /> Page 17 <br /> Mayor Roe opined that the bullet points and recommendations of the PWETC <br /> were sensible; and they fully met his intent based on the City Council's charge to <br /> the PWETC; to not provide a ranking as much as a skeleton of a plan, which <br /> could be further refined as levy funding and other resources were identified or be- <br /> came available. Mayor Roe expressed his appreciation for their work and useful <br /> recommendations. <br /> At the request of Councilmember McGehee, Mayor Roe confirmed that he didn't <br /> see this priority ranking taking the place of the 2008 Pathway Master Plan, espe- <br /> cially until the City Council took formal action and revisited the ranking as a <br /> broader process at the discretion of the City Council. <br /> Councilmember Laliberte opined that it was important for the City to review other <br /> documents, including the Ramsey County 5-year CIP and determine priorities <br /> from a logistics point as well as using the 2008 Pathway Master Plan ranking. If <br /> the PWETC wished to spend more time on this issue, Councilmember Laliberte <br /> opined that the rankings include those 2008 rankings as well and open up the pub- <br /> lic comment process to a larger group of residents; opining that it didn't appear to <br /> her that all pieces and plans were in place yet. <br /> Councilmember Etten noted that the proposed survey, up for discussion later to- <br /> night, included several questions on pathways and how much of an investment <br /> was needed and where there may be areas of need yet. Councilmember Etten <br /> questioned if the PWETC should be tasked with spending more time figuring out <br /> priorities, since the survey information may determine that before any further <br /> work was indicated. <br /> Mayor Roe suggested, with consensus of the body that this Build-Out Plancome <br /> back before them mid-summer. <br /> 11. Public Hearings <br /> a. Public Hearing to Consider Off-Sale 3.2% Malt Liquor License for Walmart <br /> Stores, Inc., d/b/a Walmart Store#3404 located at 1960 Twin Lakes Parkway <br /> City Manager Trudgeon briefly reviewed this request as detailed in the RCA dat- <br /> ed March 24, 2014; noting that there were currently eight 3.2 Off-Sale 3.2 Malt <br /> Liquor Licenses in the City; with no limitation under State Statute or City Code at <br /> this time. <br /> Mayor Roe clarified that this request was for 3.2 beer, not for strong beer or other <br /> alcohol products. <br /> Mayor Roe opened and closed the Public Hearing at approximately 7:34 p.m. for <br /> the purpose of hearing public comment, with no one appearing for or against. <br />
