Regular City Council Meeting <br /> Monday, March 24, 2014 <br /> Page 20 <br /> Councilmember Laliberte opined that this question had been discussed at length at <br /> the February 10, 2014 City Council meeting, with the intent being not to educate <br /> people on the survey(e.g. organized hauling versus the current open method) ver- <br /> sus simply asking the question. Therefore, Councilmember Laliberte expressed <br /> her surprise to see it still included, suggesting additional discussion may be indi- <br /> cated. <br /> Councilmember Etten opined that the extensive education pieces had been re- <br /> moved, but that the question still provided a basic understanding for the public, <br /> while the objectionable portion had been removed (e.g. unified system), serving to <br /> get rid of those persuasive portions and providing three options of how a program <br /> could be set up and which would be most preferred by the respondent, and provid- <br /> ing sufficient information for them to make an informed decision. <br /> Councilmember Willmus opined that he was looking for the question to be word- <br /> ed similarly to other communities (e.g. surveys for the Cities of Shoreview or <br /> Fridley) to allow a comparison. Councilmember Willmus further opined that he <br /> had no problem with the lead-in as long as it was accurate, but he didn't feel <br /> Question 82 was accurate, since communities don't have one of three systems un- <br /> der current law, only two options (Open or Municipally-organized systems). If <br /> the question proceeds, Councilmember Willmus opined that there were many oth- <br /> er options for municipal collection, included that used by the City of Minneapolis <br /> where they didn't contract for the service but provided it themselves. Coun- <br /> cilmember Willmus clarified that, from his perspective, the question should be, <br /> "Do you want an open or municipal collection system?" and then that would pro- <br /> vide consistency with the surveys of Fridley and Shoreview. <br /> Councilmember McGehee stated that she didn't agree with that, since no consid- <br /> eration had ever been given for a municipal system similar to that of the City of <br /> Minneapolis. <br /> Councilmember Willmus duly noted that; however, he noted that the statement <br /> indicating that there are three systems available, as stated and without providing <br /> other variables, was inaccurate, and the City was choosing to highlight only two <br /> of them under the municipally controlled side. <br /> Mayor Roe opined that the question, as written, simplifies things, while giving <br /> them something to choose from. <br /> Councilmember Willmus opined that the core question for the resident was <br /> whether they wanted to remain on the open system or have the city organize col- <br /> lections. <br /> Mayor Roe questioned if a more refined way to address the question would be for <br /> one of two systems: an organized system for a single hauler or multiple haulers <br />
