Under this scenario, Coun- <br /> cilmember Laliberte observed that the person appointed could serve longer than <br /> other vacancies. <br /> Under the current policy on Commission appointments, Mayor Roe noted that if a <br /> candidate was appointed to fill a partial firm to fill a vacancy, they were eligible <br /> for appointment of an additional two full terms, all under action by the City <br /> Council. Mayor Roe questioned if that differed from appointments for partial <br /> terms to stagger terms on commissions; or only for this time and not in future ap- <br /> pointments; or if issues should be considered as they arise. <br /> Councilmember Willmus opined that those applying to vacancies on a new com- <br /> mission, with some terms for 1 or 2 years in duration, should have the potential <br /> for serving longer; but at the end of the first term, there should be a check-in at <br /> the City Council level, especially when someone may be serving on concurrent <br /> commissions. Councilmember Willmus opined that this should be a check given <br /> by the Council whether on that first year or at the end of three years. <br /> From a policy standpoint, Mayor Roe sought consensus that a person may be eli- <br /> gible for service for up to seven or eight years as they begin a term on a new <br /> commission. No objections were stated. <br /> Councilmember Laliberte advised that her only objection would be that it may be <br /> a long time before another interested party may have the potential for appoint- <br /> ment. <br /> Mayor Roe opined that this was usually taken care of through turnover on com- <br /> missions for one reason or another(e.g. moving, losing interest, or busy lifestyles) <br /> and tended to be a problem that eventually solved itself. <br /> Mayor Roe clarified that the consensus was that, if a candidate was appointed to <br /> serve a one or two year partial initial term, the policy was that they could subse- <br /> quently serve up to two additional terms. <br /> Human Rights Commission <br /> Etten moved, Laliberte seconded, appointment of Bachhuber to serve a one year <br /> term ending March 31, 2015 (Grefenberg vacancy); to appoint Slade for a three <br /> year term ending March 31, 2017 on the Human Rights Commission; and to not <br /> accept HRC Commissioner Courneya's resignation from the HRC until the time <br /> of her move at the end of May, 2014 in accordance with her e-mail correspond- <br /> ence; therefore allowing time to re-open the application process for new candi- <br /> dates. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br />
