Regular City Council Meeting <br /> Monday, March 24, 2014 <br /> Page 39 <br /> Councilmember Willmus requested sample ordinances from surrounding commu- <br /> nities who have implemented the APS in order to compare the proposed ordinance <br /> from staff with those cities already using this tool. <br /> At the request of Mayor Roe, Chief Mathwig advised that he anticipated the fees <br /> to fully cover the wages and benefits for an office; with Mayor Roe requesting <br /> subsequent information regarding aggregate and minor transaction fee compari- <br /> sons to the chart, as well as comparison information on the number of days al- <br /> lowed for holding items, and also transactions. <br /> Discussion ensued regarding annual license fees, proposed to be reduced, and <br /> transaction fees still being reviewed, but anticipated per transaction, excluding <br /> those under$10.00 but still recorded. <br /> At the request of Councilmember Laliberte, Chief Mathwig advised that the initial <br /> implementation and number of transactions and their fees in comparison to the <br /> cost of an officer, would be a"learn as we go"process until more established data <br /> was available. At the request of Councilmember Laliberte, Chief Mathwig ad- <br /> vised that the impetus to pursue this was part of the department's goals and ongo- <br /> ing special training for officers in crime scene investigation; and the obvious need <br /> found for more documentation than was currently available to fulfill the problem <br /> solving policing through partnering with societal efforts, not just those efforts of <br /> the Police Department itself. At the request of Councilmember Laliberte, Chief <br /> Mathwig advised that this proposed officer was separate from the previously- <br /> discussed commercial patrol officer, and identified as a new need. <br /> Councilmember McGehee questioned if a $10,000 surety bond was adequate; and <br /> requested additional information from other communities on that amount as well; <br /> opining that the transaction fee triggering the surety bond was too low and created <br /> a lot of extra work when the minimal fee was waived and could not compensate <br /> the business owner and be too onerous to process the paperwork and enter the da- <br /> ta into the computer network. <br /> At the request of Councilmember Etten, Lt. Schneider spoke to how the proposed <br /> APS system would be more effective than the current business by business track- <br /> ing process; and provided example cases. <br /> With Councilmember Etten observing that individual dealers making available <br /> stolen property lists to other dealers, Chief Mathwig advised that the current sys- <br /> tem was difficult to pursue, especially with burglaries; referencing the 2013 stolen <br /> or lost material list versus the 10% actually recovered and returned to victims, as <br /> displayed on graphs. Chief Mathwig advised that the goal was to get that recov- <br /> ery percentage higher; and that the APS was helpful in tracking people, including <br /> family members, cleaning people and others victims knew and getting that infor- <br /> mation into the system by name so notification was processed as soon as that <br />
