Chief Mathwig advised that the preferred method was to <br /> track those people and potential stolen material versus the inefficiencies in the de- <br /> partment getting that information out to the public. <br /> Councilmember Etten noted the concerns expressed by Music Go Round and lack <br /> of high probability for stolen music instruments; and questioned how those types <br /> of businesses may or may not be part of this proposed code revision. <br /> Lt. Schneider reviewed past cases of stolen property and recover, including theft <br /> reports, and based their recommendation on that experience, opining that it was <br /> beneficial to track those types of transactions and businesses as well. <br /> Chief Mathwig concurred, but noted that the most frequently stolen material was <br /> what could be put in a pocket, with larger items not as frequent. <br /> Chief Mathwig referenced a Minneapolis Star Tribune article dated November 15, <br /> 2013 addressing Richfield Police arresting a pair involved in musical instrument <br /> thefts, noting that one of the stores in Roseville unknowingly and innocently pur- <br /> chased an instrument as information was not available that it was stolen; in addi- <br /> tion to a related check fraud issue, causing the victim to be out $600 from that one <br /> transaction. Chief Mathwig noted that police officers were also fooled, and he <br /> didn't expect businesses to have a higher threshold than them,but his goal was for <br /> everyone to see stolen property for what it was. <br /> At the request of Mayor Roe, Chief Mathwig reviewed potential funding for an <br /> officer dedicated to this APS, and potential funding gaps; recommending that a <br /> part-time Community Services Officer (CSO) be assigned to investigate and pro- <br /> cess the APS items, and after proceeding cautiously, a fee schedule could be in- <br /> cluded in the annual review and reduced or increased accordingly as with other <br /> citywide fees, If too much money was recouped, Chief Mathwig noted that then <br /> the transaction fees could be reduced accordingly.
