Consider Items Removed from Consent <br /> a. Approve General Purchases and Sale of Surplus Items in Excess of$5,000 <br /> Purchases AND Surplus <br /> At the request of Mayor Roe, City Manager Trudgeon briefly summarized this re- <br /> quest as detailed in the Request for Council Action(RCA) dated March 24, 2014. <br /> Councilmember McGehee questioned the necessity and frequency of use for this <br /> rescue boat and trailer, since the City contracted with Ramsey County for this ser- <br /> vice. <br /> Fire Chief Tim O'Neill and Battalion Chiefs Dave Brosnahan and Greg Pe- <br /> terson <br /> Chief O'Neill deferred to Battalion Chief Brosnahan and Peterson, as they worked <br /> closely with the Ramsey County Sheriffs Department on these types of respons- <br /> es. <br /> Chief Brosnahan advised that the Roseville Fire Department was called on for this <br /> type of water emergency rescue from one to eight times annually; and noted that <br /> the request for this type of vessel had come at the recommendation of John St. <br /> Germain of the Ramsey County Sheriff. Since the County did not staff this pro- <br /> gram 24/7 even though they were the jurisdictional agency, Chief Brosnahan ad- <br /> vised that they relied on local departments to respond, typically arriving first on <br /> the scene due to logistics. With County water rescue personnel, Chief Brosnahan <br /> advised that they would typically respond from their personal homes with boat <br /> storage in their garages; and other situations may also find them already launched <br /> on another lake and unable to immediately respond, creating that dependency on <br /> the local department. With the availability of a boat with similar amenities as <br /> theirs, Chief Brosnahan advised that the County found that to better address over- <br /> all operations. <br /> Chief O'Neill advised that the current boat was fifteen years old and had been <br /> scheduled for replacement for some time, and continually deferred. Even with <br /> limited use, the intent to "train for the worst and hope for the best," Chief O'Neill <br /> noted that the current blow-up boat was not designed for water rescue, and if up to <br /> the Roseville Department, would have been replaced some time ago, as it was not <br /> conducive to getting people out of the water, as it tended to flip if passengers were <br /> off-center, potentially costing firefighter injuries and/or unsuccessful rescues. <br />
