Regular City Council Meeting <br /> Monday, March 24, 2014 <br /> Page 7 <br /> Mr. Trudgeon responded that this expense was related to audio updates, and there <br /> still remained some audio playback issues, as Councilmember Willmus had alert- <br /> ed staff to, with diagnoses and fine-tuning still underway to address those remain- <br /> ing issues. <br /> Mayor Roe noted that, in his discussions with CTV technicians, the playback is- <br /> sues were not necessarily with the City's equipment,but interfacing between CTV <br /> and Comcast. With the recent audio upgrades in the Council Chambers, Mayor <br /> Roe noted that those audio issues could be dealt with from the booth versus work- <br /> ing through issues in a less efficient and effective manner. <br /> McGehee moved, Etten seconded, to approve the year-end amendments to the <br /> 2013 Budget as detailed in the RCA dated March 24, 2014. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> c. Approve Metropolitan Council Environmental Services Clean Water Fund <br /> Grant Agreement No. SG2014-002 for the Sewer Lateral Grant Program <br /> At the request of Mayor Roe, City Manager Trudgeon briefly summarized this re- <br /> quest as detailed in the Request for Council Action(RCA) dated March 24, 2014. <br /> Councilmember McGehee sought a clarification of where the Inflow and Infiltra- <br /> tion(I & I) issues were located: whether mostly in the stub, or in the laterals. <br /> Public Works Director Duane Schwartz advised that it was difficult to determine <br /> exactly where the I & I was coming from. With the request for this program, Mr. <br /> Schwartz advised that it would address the main to the building, with that entire <br /> lateral system for homeowners in Roseville eligible for this grant program, which <br /> could involve a portion of the line or relining the entire system, on a case by case <br /> basis depending on the situation. <br /> Councilmember McGehee questioned the average distance and cost involved for <br /> typical homeowners. <br /> Mr. Schwartz advised that both distance and costs would vary; however, with a <br /> typical residential neighborhood and 30' setback, the distance was typically 60' <br /> from the foundation on average. Mr. Schwartz further advised that costs could <br /> vary from a few thousand dollars to replace a portion to in excess of$10,000 to <br /> replace the entire length, depending on frost and tree conditions. <br /> Councilmember McGehee referenced previous discussions on economies with a <br /> larger group of properties for lining in the same vicinity. <br />
