Regular City Council Meeting <br /> Monday,March 24,2014 <br /> Page 8 <br /> Mr. Schwartz concurred that most laterals within a given segment of the sewer <br /> line—or manhole to manhole—would reduce mobilization logistics, and therefore <br /> overall costs. <br /> Councilmember McGehee opined that this was something needing serious con- <br /> sideration to take advantage of, but not unless staff can organize such clusters and <br /> define a sufficient number of areas needing assistance. Councilmember McGehee <br /> referenced the televising of most lines throughout the City, opining that this put <br /> them in a good position to target those areas having the most problems, or where <br /> issues kept coming up versus only a select few spread out among the community <br /> creating a huge expense for them and not efficient efforts on the City's part to ad- <br /> dress the problem or take advantage of this program. <br /> Mr. Schwartz advised that staff was currently developing letters for properties <br /> having been identified with "root issues" as part of the 2014 Pavement Manage- <br /> ment Program (PMP); with those residents receiving the letter based on past tele- <br /> vising. Mr. Schwartz clarified that the City only televised approximately 10% of <br /> the system annually, but could use that technology from recent years to provide <br /> that notice. Mr. Schwartz advised that staff was currently working through the <br /> identification and mailing process over the next month or two as plans are final- <br /> ized for the 2014 PMP. Mr. Schwartz noted that residents would also be advised <br /> in general through the City's newsletter and other communication efforts to en- <br /> courage them to apply for this program as long as funds remain available. Mr. <br /> Schwartz advised that a number of inquiries about the program had been fielded <br /> by staff; with one additional frozen sewer line repair under a wider county road <br /> redirected to a different sewer on the same side of the road, also being eligible for <br /> this program. Mr. Schwartz noted that staff continued to promote the program <br /> until funds are fully expended; and his most recent inquiry with the Metropolitan <br /> Council indicated that approximately one-half of those total county-wide funds <br /> remained available. <br /> McGehee moved, Etten seconded, approval of Metropolitan Council Clean Water <br /> Fund Grant Agreement No. SG2014-002 monies for grants for homeowners for <br /> replacement of sanitary sewer services. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> g.
