Human Rights Commission Minutes
January 15, 2014
Roseville private schools in the essay contest. He added that this recommendation pertained to
next year's contest.
Civic Enaement Report
Commissioner Grefenberg, co-chair of the Commission's Civic Engagement Commission, drew
the Commission's attention to his report in their meeting packet which included the January 6
recommendations on commissions submitted by Council Member Laliberte and Council Member
McGehee. He indicated that these recommendations included the creation of two new
commissions, one being a Community Engagement Commission.
Commissioner Grefenberg indicated, based on the Human Rights Commissions'
recommendations to the Council in November of 2012, that the Council voted four to one to
create a Community Engagement Commission, a recommendation the Commission as well as its
Task Force had made in late 2012. He added that the Civic Engagement people would work with
the Human Rights Commission chair and vice-chair in developing a synergistic relationship
between the two commissions.
Grefenberg also noted that he had advised the Council of the Commission's suggestion that
current Commission members be allowed to apply to serve on this new commission, a specific
recommendation made by Commission in November 2012 when it recommended to the Council
the creation of this new civic engagement commission.
Commissioner Grefenberg indicated that staff is currently working to draft an ordinance to
establish the new commission in the near future.
Staff Renort
Essay Contest: Staff Liaison Kari Collins reminded the Commission that essay contest rankings
were to be submitted to Carolyn Curti by February 7.
Old Business
Commissioner Grefenberg asked Youth Commissioner Joan Dao for a status update on the
cultural festival planned for Rosefest 2014. He recalled a January 1 deadline for submissions to
the Parks and Recreation Department for inclusion in the 2014 Rosefest. He encouraged
Commissioner Dao to work with City staff Carolyn Curti who had had previous contact with the
Parks Department, the City agency responsible for Rosefest, on this deadline. Commissioners
Dao and Thao indicated they would look into what is still possible.
New Business
Human Rights Commission Membership in the League of Minnesota Human Rights
Commissions (LMHRC): Vice Chair Becker indicated that Commissioner Grefenberg's term
on the LMHRC Board of Directors had expired. Vice Chair Becker asked the commission
whether or not there was still a desire to continue representation on the LMHRC's board.
