Human Rights Commission Minutes <br />February 19, 2014 <br />Page 9 of 10 <br />Ms. Collins stated she would make this request to the Police Chie£ She was uncertain e� <br />whether this was public information. <br />Vice Chair Becker stated the complainant had the opportunity to pursue this matter further <br />during the opportunity for public comment in every City Council meeting as well as during the <br />opportunity for public comment in every HRC meeting and has not come forward to date. In <br />addition, a complaint could be filed with the State Department of Human Rights. He did not feel <br />it was necessary for the complainant to come before the HRC as an agenda item, as the HRC was <br />not an investigatory body. He believed that the Police Chief acted fairly given the alignment of <br />the witness testimony. <br />Commissioner Courneya believed the role of the HRC was to be informed when the City <br />receives complaints. The proper action was taken and the Council was made aware of the <br />situation. She did not believe the HRC should advocate for either side, but instead should reach <br />out to ensure the matter was resolved on a proper manner. She stated if the same complaint were <br />made to the HRC, the complainant should be informed of the HRC's role within the City. <br />Commissioner Grefenberg spoke in favor of making the complainant aware of her rights, <br />including the opportunity to go before the Council at the public comment forum. He suggested a <br />letter be sent to the complainant of these rights. <br />Ms. Collins stated this would be seen as a form of encouragement and could be perceived that <br />the HRC would be taking her side. <br />Commissioner Courneya cautioned the HRC from escalating this issue as the complainant was <br />not seeking any further outlets. <br />Commissioner Grefenberg asked if the HRC responded to the initial complaint. Vice Chair <br />Becker stated that shortly after the complaint was received an HRC response was sent indicating <br />that the police investigation was underway and that the complainant might also want to pursue <br />the matter directly with AMC Theaters. <br />Commissioner Grefenberg indicated for the record that the HRC was not taking sides, as it did <br />not have all of the information. He also expressed concern with a comment within both the <br />police report and the complainant's letter referring to "I am the Police Internal Affairs". He <br />commented that this seemed resonant of a totalitarian state. <br />Chair Groff suggested staff speak with the Police Chief to see if the final report was available for <br />the HRC to review and that this item be brought back to the Commission in March. <br />Future Agenda Items <br />Chair Groff noted previously-mentioned agenda items proposed for the March meeting. <br />
