BACKGROUND <br /> <br />Heritage Development is proposlng a 30-unit townhouse project on <br />the Busse property east of Roselawn Cemetery on Larpenteur Avenue, <br />and has appeared at previous Planning Commission meetings to <br />discuss the concept. The land has been guided for medium density <br />development since 1979 and up to a dozen proposals for townhouses <br />and apartments on this property have been discussed since then. <br />The Heritage townhouse plan is consistent with the Plan. A <br />revised site plan was discussed with the Planning Commission at <br />the March meeting. The response was generally favorable and <br />Heritage appeared at the April meeting requesting PUD General <br />Concept Stage approval. A number of issues were raised at that <br />meeting, which have been discussed and addressed further with the <br />neighbors, engineering consultants, and City Staff. <br /> <br />A neighborhood meeting was held on Wednesday, May 6, at which <br />Heritage proposed reducing the density to 28 units by taking two <br />units off the larger 14-unit building and converting that space to <br />an open play area. At this writing, we have not seen a drawing <br />of that plan. The applicant will present this and other details <br />at the meeting. <br /> <br />2. DEVELOPMENT SUMMARY <br /> <br />The following summary is based on the prevlous 30-uni t plan. If <br />the new 28-unit design follows closely the previous plan, then the <br />densi ty would be lower, the area of impervious surface would be <br />lower, and the amount of landscaped area would be higher. <br />
