At their meeting of May 13, 1985 the Roseville City Council <br />approved the King of Kings Lutheran Church application for a <br />variance to the curbing requirement at 2330 North Dale st. <br />with the condition that the concrete curbs be installed <br />within five years or at the time of application for a <br />building permit for major improvements, whichever comes <br />first. At the time the church indicated that the reason for <br />the variance to allow the use of asphalt in lieu of concrete <br />to complete the curbing, was a matter of proj ect costs and <br />the church's budget. <br /> <br />2. In the attached letter the church has indicated that they <br />have begun a building fund drive for a new sanctuary, <br />nursery, restrooms and a new parking lot. They also <br />indicated in the letter that the leadership was not aware of <br />the curbing variance and have not included in their budgeting <br />any funds for the replacement of the bituminous curb with <br />concrete curb. Phase one of the building plan, the addition <br />to the sanctuary, is presently under construction. <br /> <br />3. Based on the budget considerations referenced above, the <br />church is seeking an extension to the time frame for the <br />variance to the curb requirement for their current parking <br />lot. They are requesting a five year time frame for that <br />extension, during which time another building fund drive <br />would be held to raise funds for additional facilities as <br />well as the concrete curb and gutter. <br /> <br />4. One final item of note, the South parking lot has bituminous <br />curbing around the West, North and South perimeter lines of <br />the lot but not along the East line. Drainage currently runs <br />across the parking lot and out the East end into a baseball <br />field. It has been noted that without the curb line on the <br />East edge of the lot that people using the ball diamond have <br />parked beyond the limits of the bituminous surfacing. <br />Completion of the curb line would obviously eliminate that <br />
