City of Roseville
Page 3

Conclusion

There was a mistake made during the Slater's purchase of the marina. We do not feel that
Eleanor should have to pay the cost of that mistake. There were four parties involved in that
transaction (the buyer, the seller and their respective attorneys) and Eleanor was not one of
them. However, we honestly do feel bad about the Slater's situation. When I was first
contacted by Bob Slater, I responded that we would do anything we could to help as long as it
did not hurt the value of Eleanor's lot. The Council has asked us to compromise, and although
any possible solution seems to lower the value of our lot, we do want to conclude this issue and
not turn it into another five year project.

The purchase option or easement proposal is a workable, fair compromise: The marina gets to
use a residential lot for marina operations which it currently cannot do. It sells or grants an
easement for 15 feet, but receives $5,000 or $2,000 for "buffer zone" property. Our lot has a
marina adjacent to our property instead of a residential lot, however, we have the option to
purchase 15 feet and plant landscape screening, and the issue is settled.

Sincerely,

Q_~. d.

-

Jon C.
