Backqround: 1. The Lake Owasso Marina site consists of two parcels. The southern lot is a parcel upon which the marina use has been located since before the City of Roseville was zoned and as such is a legal non-conforming use of the parcel. The northern site was purchased in the 1980's and not covered by the non-conforming use status because it was added later. 2. Marinas are not listed as either permitted or special uses in any zoning district within Roseville. The City has adopted a new PUD ordinance which was developed in part to address this particular situation. 3. The Slaters have requested city approval of a PUD to make the marina use a legal and conforming use on both parcels. 4. The Planning Commission, on a 4-2 vote, recommend approval of rezoning from R-1 to PUD and general concept and development stage approval of a planned unit development for the Lake Owasso Marina at 2774 Victoria Street with the following conditions: 1. That the applicant provide an accurate survey and asbuilt drawing of the entire parcel within 120 days of the final approval. 2 . That at least three addi tional over story trees be planted along the northern edge of the property which meets the City's design standard requirements. The species of trees should be approved by City staff. 3. That no more than 45 boats be stored on the site at any one time. On the north lot, only the gravel area currently used for parking and storage, shall be used for boat storage and vehicle parking. Alternatives:
