<br />Lake owasso, Case No. 2251 <br /> <br />page 5 <br /> <br />This is perhaps the. key issue to be resolved in acting on <br />this application. It is only reasonable to expect that <br />the outdoor storage and parking related to the marina <br />should be screened from the adjacent lot. The adjacent <br />lot drops off considerably from the road and slopes <br />steeply toward the lake. <br /> <br />The specific location of a future house on this lot will <br />be determined through a combination of factors. The first <br />will be the need to set back far enough from victoria to <br />allow a car to turn around to drive front first onto the <br />street, and the maximum feasible setback from Lake Owasso <br />(acknowledging that the required 75 feet can not be met). <br /> <br />We have studied the generalized topography available at <br />the City and we have prepared a section drawing through <br />the likely house location and the outdoor storage area. <br />It is also quite likely that the design of the house that <br />ends up on this lot will very likely be a walkout and may <br />be quite unique. The view from potential second story <br />windows should also be considered. This lot is also very <br />heavily wooded and through a combination of saving of <br />existing trees and the addition of new plantings, the <br />future owners could also address this concern. <br /> <br />Traditionally however, the responsibility for providing <br />the screening of outdoor storage has been with the <br />proposer of that storage. In summary, we believe that the <br />fence is a good idea, but we do not believe that it will <br />do enough. We would argue against making the fence taller <br />for aesthetic reasons. We would recommend the addition of <br />at least three additional overstory trees along this <br />edge. <br /> <br />Engineering Considerations <br /> <br />The additional 10 feet of r.o.w. along Victoria needs to <br />be dedicated. It should also be noted that the City Code <br />requires all parking lots to be paved. The existing <br />parking lot / storage area is not paved. The Grass Lake <br />Water Management organization recommends that the area <br />remain unpaved. We support that recommendation, but want <br />the record to acknowledge that the reason for varying <br />from that standard is their expert opinion that to do so <br />will have a beneficial effect on water quality. <br /> <br />Policy Considerations <br /> <br />This is a very unique application and merits unique <br />consideration and action. The PUD Ordinance and process <br />is both designed and intended to deal with such <br />applications. <br />
