<br />Welsh companies, Case No. 2263 <br /> <br />page 2 <br /> <br />and get a directional sign or signs on the County Road B-2 <br />right-of-way, similar to the Rosedale entrance signs. <br />Such signs would have to be approved by the County, not by <br />the city. We do not know if Mr. Pounds has worked out <br />such an arrangement, and that portion of the signage is <br />not part of this application. <br /> <br />This application covers the other issue, internal <br />directional signage for the crossroads Center. Welsh <br />wants to encourage theater patrons to use the parking deck <br />at the west end of the center and leave surface parking <br />for the other uses. They also want to let patrons know <br />how to get back out to eastbound County Road B-2. <br /> <br />2. ANALYSIS <br /> <br />The proposed signage is illustrated on the attached site <br />plan and detail sheets. The signage meets the intent of <br />the sign ordinance as "other directional signs <br />incorporated into the site plan . . . necessary to direct <br />persons to facilities or areas within the development". <br /> <br />However, some of the proposed signs exceed the maximum <br />size allowed in the Code, 18" x 36". All of the type "K" <br />signs (there are four new signs of this configuration) <br />have two sign panels: one is 18" x 36", the other below it <br />is 12" x 36". This exceeds the maximum in the Code, but <br />given the size and configuration of the Center, the amount <br />of traffic, and the short drive distances on both <br />entrances into the Center (American Street and the <br />right-in/right-out to the east), it is reasonable to <br />consider a variance to allow the signs as proposed rather <br />than require the applicant to build two separate signs to <br />convey the information. <br /> <br />The setback for small directional signs such as these is <br />one foot from the property line if the sign is no more <br />than eight feet in height. The attached site plan <br />indicates the sign locations. There are a number of <br />easements on the property as well. If the proposed signs <br />do not involve footings City policy allows them to cross <br />easements. <br /> <br />The Fire Marshal notes that additional fire lane signs are <br />required in the alley behind Rainbow and Best Buy. <br /> <br />There are a number of flag mount signs (Type "D") both <br />existing and proposed, which are located on sidewalks <br />around the Center and which have an exposed edge on three <br />sides of the sign panel. The lowest edge of the metal <br />sign panel is 6'-0" off the ground, posing a hazard for <br />taller patrons of the area. A soft rubber or plastic edge <br />on these signs would reduce this potential danger. <br />
