Lonnie Brokke, Director of Parks and Recreation <br />Recommendation for Contract Award, Parks and Recreation Renewal Program <br />6 May 2014 <br />Page 3 <br />Bituminous Roadways proposal included value added items for alternative court <br />equipment, a different method of reconstructing the courts, and a temporary <br />striping solution that would put courts back into play sooner. These changes <br />result in superior long-term results in the constructed work and pose benefits to <br />the community in terms of reduced time without use of tennis courts. <br />Proposal Package `G' Field improvements <br />LHB has reviewed the proposal submitted by Urban Companies, LLC as well as <br />scope adjustments prepared in concert with Park and Recreation Department <br />staff and find the documents meet the technical requirements of the plans and <br />specifications for baseball and softball field improvements. <br />During the clarification stage, it was determined that some details of the original <br />construction plans could be modified to improve the process of construction, the <br />cost of the work, and the long-term ability to maintain the improvements. <br />Namely, the original drawings included a concrete maintenance strip at all <br />perimeter fencing; by replacing the concrete with an expansion of the ag lime <br />warning track, costs can be reduced, maintenance methods related to mowing <br />are not compromised, and the ability to reset or adjust fence posts is retained <br />(which could not occur if the fence posts were set in concrete). In addition, some <br />modifications related to fencing were determined to be of benefit to the city. <br />Proposal Package `H' Irrigation system improvements <br />LHB has reviewed the proposal submitted by Anderson Irrigation, Inc. as well as <br />scope adjustments prepared in concert with Park and Recreation Department <br />staff and find the documents meet the technical requirements of the plans and <br />specifications for baseball and softball field improvements. <br />During the clarification stage, it was determined that some details of the original <br />construction plans could be modified to the advantage of the city. In particular, <br />the specified moisture sensor for each irrigation system satisfies State of <br />Minnesota codes for rain sensing as a part of the irrigation system. As a result, <br />the specified rain sensors will be deleted from the project. The scope of the work <br />was reduced by eliminating the garden irrigation at Oasis Park and elimination of <br />work at Villa Park except for control upgrades. Other design modifications will be <br />implemented without a change in scope or costs. <br />Proposal Package `I' Natural resources and restoration projects <br />LHB has reviewed the proposal submitted by Stantec, Inc. as well as scope <br />adjustments prepared in concert with Parks and Recreation Department staff and <br />find the documents meet the technical requirements of the plans and <br />specifications for natural area restorations projects indicated in a Type, Size, and <br />Location matrix included as a part of the Request for Proposals. <br />As a part of the clarification stage, Stantec reviewed value added scope that <br />
