PLANNING REPORT

DATE:

10 June, 1992

CASE NUMBER:

2355

APPLICANT:

Calibre Ridge
Partnership

LOCATION:

2231 Rice Street
(Rice st. & Hwy 36)

ACTION REQUESTED:

Planned unit Development
Amendment
General Concept Approval

PLANNING CONSIDERATIONS:

1. BACKGROUND

At the March meeting, the Planning Commission reviewed a sketch
concept of the amended plan for the Calibre Ridge townhouse
project. As you will recall, the original project had receiv~d
Final PUD approval from the city, but the developers decided to
modify the project to remove one building, reducing the density and
creating more open play area. The change is the result of
discussions with the Minnesota Housing Finance Agency (MHFA) which
is are participating in the financing. They will give the project a
better financing package if there are more three-bedroom units and
more play space for children.

The proposal eliminates one eight-unit building and converts that
space to play area. The remainder of the si te plan is almost
identical to the approved plan, except one other building is
reduced by one unit, being modified to make all the units three
bedrooms. The resulting plan has 49 units, compared to the approved
58 units.

Where the previous plan had two small play areas (one in the north
central area and one in the southwest corner next to Hwy 36), the
amended plan removes the southwest play area and replaces it,
doubled in size, in the northwest part of the site where the 8-unit
building has been taken out. Where the previous plan had a
basketball court tucked in the corner of a parking area in the
southeast part of the site, the amended plan incorporates the court
into the expanded play area in the northwest part of the site.

The attached drawings are based on the previous plans with
'balloon' areas highlighting the changes.
