BACKGROUND <br /> <br />The project now known as Calibre Ridge Townhomes has gone through <br />considerable changes since the Planning Commission first dealt with <br />proposals for this si te. The Commission may recall that both <br />Bruetgers Development and the Dominion Group had proposals for <br />apartment structures on the property, but were unable to follow <br />through for one reason or another. John Duffy of Duffy Development <br />took on the project and was prepared to build essentially the same <br />apartment building approved for the Dominion Group. Mr. Duffy has <br />an approved Special Use Permit for the 73-unit project, and has <br />applied for a building permit. He would be permitted to build that <br />project if he so chooses. <br /> <br />However, earlier this year, Duffy decided to reconsider the <br />development concept for the site, in large part due to market <br />considerations brought up in the study done for the city by <br />Maxfield Research Group. That study identified, among other things, <br />a need for more affordable family housing in non-single-family <br />structures. Duffy decided to divide the project into several <br />smaller buildings, instead of one large one, change from a <br />three-story apartment to two-story townhomes, and reduce the number <br />of units proposed for the site from 73 to 58. He met several times <br />with neighbors in the area, and many times with City staff over the <br />last several months, in an effort to refine the design to a point <br />where we could recommend approval. He met with the Planning <br />Commission at the August meeting to present a sketch concept <br />showing these basic ideas. <br />
