<br />residential structures; and notification of the hazards of lead- <br />based paint poisoning to purchasers and tenants of residential <br />structures constructed prior to 1978. <br /> <br />20. NON-SUBSTITUTION FOR LOCAL FUNDING <br /> <br />The HOME funding made available under this Agreement shall not be <br />utilized by the AGENCY to reduce substantially the amount of <br />local financial support for community development activities <br />below the level of such support prior to the availability of <br />funds under this Agreement. <br /> <br />21. PUBLIC OWNERSHIP <br /> <br />For agencies which are not municipal corporations organized under <br />the laws of the State of Minnesota, it may become necessary to <br />g~ant the COUNTY a property interest where the subject project <br />calls for the acquisition, construction, reconstruction, <br />rehabilitation, or installation of publicly owned facilities and <br />improvements. The AGENCY shall comply with current COUNTY policy <br />regarding transfer of a property interest sufficient to meet the <br />public ownership requirement. <br /> <br />22. PUBLIC INFORMATION <br /> <br />If requested by the COUNTY, the AGENCY shall comply with the <br />following: <br /> <br />A. <br /> <br />In all news releases and other public notices related to <br />projects funded under this Agreement, the AGENCY shall <br />include information identifying the source of funds as the <br />Ramsey County HOME Program. <br /> <br />t <br /> <br />B. For all construction projects, the AGENCY shall erect a sign <br />to COUNTY specifications at the construction site, <br />identifying the source of funds. <br /> <br />23. REVERSION OF ASSETS <br /> <br />The AGENCY shall transfer to the COUNTY any HOME funds, including <br />but not limited to project income, on hand at the time of <br />expiration of this Agreement, or received thereafter, and any <br />accounts receivable attributable to the use of HOME funds. <br /> <br />24. PROHIBITED USE OF EXCESSIVE FORCE <br /> <br />The AGENCY, if a unit of government, certifies by the execution <br />of this Agreement that it has adopted and is enforcing a policy <br />prohibiting the use of excessive force by law enforcement <br />agencies within its jurisdiction against any individuals engaged <br />in nonviolent civil rights demonstrations.
