PLANNING REPORT

DATE:

11 September, 1991

CASE NUMBER:

2360

APPLICANT:

united Trailer Leasing

LOCATION:

2507 Walnut Street

ACTION REQUESTED:

Interim Use Permit
(Truck Trailer Leasing)

PLANNING CONSIDERATIONS:

1. BACKGROUND

united Trailer Leasing had been in business at 2500 Walnut
Street since 1978. That building was sold last November,
requiring united to look for new space. They moved across the
street to 2507 Walnut Street temporarily while they continued
their search for a permanent location. They have a one-year
lease with a one-year renewal option, and are requesting an
Interim Use Permit to operate in their present location for
that two-year period.

2. DEVELOPMENT ANALYSIS

Rental and leasing of motor vehicles in the 1-2 District is by
Special Use Permit only. If the property were to be permanently
used for that purpose, a permit would have to be granted and
the property would have to be brought into compliance with the
design standards in the Code. The Interim Use Permit allows
the city some flexibility in enforcing these standards given
the temporary nature of the use.

The standards that would apply in this case involve the
building materials, site paving and curbing, and landscaping.
The building is metal, the site is mostly gravel and there is
little landscaping on the boulevard, and none internally. The
applicants have supplied a drawing that illustrates their
proposed use of the site. The drawing is not entirely to
scale, but it is close enough to illustrate their intentions.
Also attached is an aerial photo of the site, on which we have
added a dashed line corresponding to the applicant's
dimensions, which shows that they will be utilizing the site
essentially as it was used when the photo was taken in 1985,
with one exception: they propose trailer parking outside the
fenced area adjacent to Walnut Street at the southeast corner
and in the northeast corner of the site.
