BACKGROUND <br /> <br />united Trailer Leasing had been in business at 2500 Walnut <br />Street since 1978. That building was sold last November, <br />requiring united to look for new space. They moved across the <br />street to 2507 Walnut Street temporarily while they continued <br />their search for a permanent location. They have a one-year <br />lease with a one-year renewal option, and are requesting an <br />Interim Use Permit to operate in their present location for <br />that two-year period. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Rental and leasing of motor vehicles in the 1-2 District is by <br />Special Use Permit only. If the property were to be permanently <br />used for that purpose, a permit would have to be granted and <br />the property would have to be brought into compliance with the <br />design standards in the Code. The Interim Use Permit allows <br />the city some flexibility in enforcing these standards given <br />the temporary nature of the use. <br /> <br />The standards that would apply in this case involve the <br />building materials, site paving and curbing, and landscaping. <br />The building is metal, the site is mostly gravel and there is <br />little landscaping on the boulevard, and none internally. The <br />applicants have supplied a drawing that illustrates their <br />proposed use of the site. The drawing is not entirely to <br />scale, but it is close enough to illustrate their intentions. <br />Also attached is an aerial photo of the site, on which we have <br />added a dashed line corresponding to the applicant's <br />dimensions, which shows that they will be utilizing the site <br />essentially as it was used when the photo was taken in 1985, <br />with one exception: they propose trailer parking outside the <br />fenced area adjacent to Walnut Street at the southeast corner <br />and in the northeast corner of the site. <br />
