<br />United Trailer Leasing, Case Ho. 2360 <br /> <br />Page 2 <br /> <br />To improve the appearance of the site, these are areas that <br />could be deleted from the proposed parking space or new fence <br />or landscaping could be added to screen them from view of the <br />public street. <br /> <br />On a recent visit to the site trailers were parked at the north <br />end of the site much closer to Walnut street than is indicated <br />on the proposed site plan. The applicants have indicated they <br />will move the trailers to bring the site into conformity with <br />the proposed site plan, and keep them in neat rows. The <br />applicants indicate in their attached narrative and letter that <br />they want to be good neighbors and maintain an orderly <br />appearance on the site. They have said they will keep the <br />boulevard mowed and vegetation trimmed. Other than this they <br />are not proposing any other work on the site. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />united Trailer Leasing has operated in the area for many years <br />and wants approval to remain there for a short period of time. <br />The site falls short of meeting the design standards, but the <br />applicant is proposing to make some cosmetic improvements. We <br />believe the request for the Interim Use Permit, as proposed, is <br />reasonable and recommend it be approved. <br /> <br />The city has great discretion, however, in approving Interim <br />Use Permits, and the Commission may feel it is reasonable to <br />attach additional conditions to the approval. If this is the <br />case, landscaping might be the first item on the list. New <br />plantings would have to be quite extensive to have a major <br />impact in two years, but the Commission may wish to consider <br />additional boulevard landscaping, even if it is modest in <br />scope. The first priority might be trees in front of the areas <br />where trailers will be parked outside the fenced area. A <br />second priority might be in the area in front of the existing <br />building. If planted at the 50' spacing required in the <br />design standards, the trees would not have much impact during <br />the life of the permit, but would remain and improve the <br />appearance of the site in years to come. <br />
