<br />ATTACHMENT 2 <br /> <br />DESCRIPTION OF INTENDED USE OF PROPERTY <br />and <br />PROPOSED NEW OR TEMPORARY CONSTRUCTION <br /> <br />The Ramsey County Department of Public Health seeks approval of an <br />Interim Use Permit to develop a portion of County-owned property <br />located adjacent to and east of Kent Street, north of Larpenteur <br />Avenue in Roseville. This property would become the location of a <br />Household Hazardous Waste collection site, for use by residents. The <br />County is requesting the Interim Use Permit for both 1992 and 1993. <br /> <br />OVERVIEW <br /> <br />Household Hazardous Wastes (HHW) are those unused or unwanted <br />household products which can harm human health or the environment if <br />improperly disposed. Examples of wastes commonly brought to HHW <br />collection sites include paint, oven cleaner, rat poison, weed killer, <br />drain cleaner, old gasoline, paint thinner or stripper, and aerosol <br />spray cans which cannot be emptied. <br /> <br />State law requires Ramsey County to have a permanent HHW program in <br />place by June 30, 1992. The program must provide at least quarterly <br />collection of HHW, and have a public education component which focuses <br />on HHW reduction. Ramsey County has already met this mandate. In <br />September of 1991, the County opened a HHW drop-off facility which is <br />open year-round at Dynex Industries, Inc. in Mounds View. Dynex owns <br />and operates this facility pursuant to an agreement with Ramsey <br />County. The County has also developed and is implementing a public <br />education work plan for 1992, in conjunction with the Ramsey County <br />Cooperative Extension Service. <br /> <br />The proposed collection site would supplement the main facility in <br />Mounds View by providing more convenient service to residents from <br />Roseville, Saint Paul and other communities. The collection site would <br />occupy an area approximately 150 feet by 100 feet, and consist of a <br />concrete slab covered by a temporary canopy, located adjacent to and <br />east of Kent St., about 325 feet north of the center line for <br />Larpenteur Ave. (see Attachment 1 - Site Plans). The site would be <br />operated by Dynex staff. It would be open on Fridays and Saturdays <br />for up to eight weekends in late summer-fall of 1992, and possibly up <br />to eight weekends each during both spring and fall in 1993. This <br />schedule is based on the assumption that residents are most likely to <br />utilize a HHW collection program during spring--early summer and late <br />summer--fall as part of routine house and garage clean-ups. <br /> <br />This collection site for HHW would be designed, constructed, operated, <br />and maintained in conformity with the City's Comprehensive Plan and <br />Code of Ordinances. Because of the location of the proposed <br />site--near a cemetery, a correctional facility, and land used by the <br />Ramsey County Public Works Department--it is not anticipated that the <br /> <br />Page 1 of 3 <br />
