<br />proposed HHW site would have any effect on the existing or planned <br />character of the surrounding area, or on nearby property values. <br /> <br />SITE OPERATIONS <br /> <br />The site would be open to the public between noon and 7 p.m. on <br />Fridays, and between 10 a.m. and 5 p.m. on Saturdays. The temporary <br />canopy would be erected on Friday mornings by Dynex staff. The canopy <br />would remain set up on site overnight on Fridays, and disassembled at <br />the end of operations on Saturdays, weather permitting. Only the <br />canopy would remain on site overnight on Fridays. There would be no <br />equipment on site from Saturday night until the following Friday <br />morning. Lockable gates at both the entrance and exit drives would <br />restrict access to the site during non-operating hours. <br /> <br />During site operating hours, cars would be directed to one of two <br />service lanes under the canopy. Once under the canopy, drivers would <br />shut off the engine and open the trunk. Dynex technicians would <br />inspect the waste to ensure it was acceptable material, and then would <br />remove acceptable waste containers from the trunk and place them in <br />leak-proof plastic tubs. Waste containers would not be opened at this <br />site unless it was necessary to verify contents. Containers would be <br />packed in drums, placed into a truck, and then transported to the main <br />Dynex facility in Mounds View at the end of each operating day. Once <br />at Dynex, the containers would be opened, and the waste consolidated <br />or repackaged prior to shipment to approved treatment, storage, and <br />disposal facilities. <br /> <br />It is anticipated that the Roseville site would be used by an average <br />of 40 vehicles per day, with an average service time of 10 to 15 <br />minutes per vehicle. An on-site staging area, plus a portion of Kent <br />Street and part of the Dept. of Public Works property adjacent to the <br />HHW site, would be used to accommodate vehicles waiting to enter the <br />collection site. If the need arose, Dynex could bring in additional <br />personnel to service up to 200 vehicles in a single operating day. <br />(Note: While the one-day HHW collections held in Roseville and other <br />communities several years ago tended to have large numbers of <br />participants, the availability of year-round service at the Dynex <br />facility in Mounds View, combined with the proposed seasonal service <br />in Maplewood and Roseville, should minimize heavy use of the site on <br />any single day.) <br /> <br />Public information materials and signage would be used to direct <br />residents to those routes that would have the least impact on local <br />traffic patterns. The Ramsey County Dept. of Public Health will work <br />with City of Roseville staff to determine the appropriate routing. <br /> <br />There would be an emergency response coordinator on site during all <br />operating hours. The local fire department and hazardous materials <br />response team would be notified whenever the Roseville site was in <br />use, but would not be asked to provide equipment or service as part of <br />routine site operations.
