<br />would be provided by Dynex. Dynex would also provide the necessary <br />tools and equipment for hazardous material spill control. Disposal of <br />ammunition and other explosives would be provided by the Saint Paul <br />Bomb Squad under an existing contract with Dynex. (Note: Due to the <br />precautions taken during site design, and the proper operation of HHW <br />sites, there have been no known incidents of spills, fires, migrating <br />fumes, or serious injuries at HHW sites in North America.) <br /> <br />Dynex personnel will respond immediately to remove and properly manage <br />any waste abandoned at the site during non-operating hours. It should <br />be noted that there has been only one incident of abandoned waste at <br />the main Ramsey County HHW facility since its opening in September of <br />1991. <br /> <br />DESCRIPTION OF NEW OR TEMPORARY CONSTRUCTION <br /> <br />Site Improvements <br /> <br />A reinforced concrete slab measuring approximately 18 feet by 38 feet <br />would be placed at least 15 feet east of and parallel to the Kent St. <br />Right-of-Way, 325 feet north of the center line for Larpenteur Ave. <br />(see Attachment 1 - Site Plans). The concrete slab would be designed <br />and sealed for spill containment. Asphalt pavement would be added to <br />provide access to the slab from Kent St. <br /> <br />Temporary Canopy <br /> <br />On weekends when the site is open, the canopy would be erected on <br />Friday mornings, remain set up on site overnight on Fridays, and be <br />taken down Saturday evenings, weather permitting. It would be set up <br />over--and completely cover--the concrete slab. The canopy would <br />measure approximately 20 feet by 40 feet, be about 16 feet tall at its <br />highest point, and have a minimum overhead clearance of nine feet. <br />Each 20-foot end of the canopy would have heavy-duty sidewalls to <br />reduce wind and rain penetration. The sidewalls could be rolled up or <br />down as needs dictate. The canopy would be royal blue in color, be <br />made of 16-ounce heavy-duty, flame-retardant nylon, and be supported <br />by staked cables and treated wooden beams. Please see Attachment 1 <br />for specifications, sketches and photos. <br /> <br />This design would allow two lanes of traffic, each 10 feet wide, to <br />simultaneously enter the drop-off area beneath the canopy.
