<br />ABANDONED WASTE RESPONSE PLAN <br /> <br />KENT STREET (ROSEVILLE) BBW COLLECTION SITE <br /> <br />The following observation and response plan is established to monitor <br />Ramsey County's seasonal household hazardous waste (HHW) drop-off site <br />on Kent Street in Roseville. The site will generally operate on <br />Fridays and Saturdays only, during the spring and fall for not more <br />than an eight-week period. <br /> <br />1. During months the site operates, an employee of the Ramsey County <br />Department of Public Health, Division of Solid Waste will drive by the <br />site on days the site is closed to check for abandoned waste. This <br />person will immediately arrange for the collection and proper disposal <br />of the waste, through the County's HHW vendor, Dynex Industries, Inc. <br /> <br />2. Property adjacent to and east of the HHW drop-off site is currently <br />used by the Ramsey County Department of Public Works for storage of <br />road construction materials. Employees of Public Works who work at <br />this site have been instructed to promptly notify the Division of <br />Solid Waste if they observe HHW abandoned at the drop-off area. The <br />Division of Solid Waste will immediately arrange for the collection <br />and proper disposal of the waste through the Dynex Industries, Inc. <br /> <br />3. The Women's Detention Facility, operated by Volunteers of America, <br />is located just north of the location for the Haw drop-off site. <br />Employees of the detention facility, who will drive by the drop-off <br />area on their way to work, have been instructed to promptly contact <br />the Division of Solid Waste if they see any abandon~d HHW. The <br />Division of Solid Waste will immediately arrange for the collection <br />and proper disposal of the waste through Dynex Industries, Inc. <br /> <br />4. Arrangements have been made with the Roseville Police Department to <br />conduct daily drive-bys of the HHW drop-off site. If the police <br />observe any abandoned HHW, they have been instructed to promptly <br />contact the Division of Solid Waste. The Division of Solid Waste will <br />immediately arrange for the collection and proper disposal of the <br />waste through Dynex Industries, Inc. <br /> <br />5. An employee of the Ramsey County Department of Public Health, <br />Division of Solid Waste will be on call on evenings and weekends <br />during the HHW site operating period. The Division shall provide to <br />the Department of Public Works, the Volunteers of America, and the <br />Roseville Police Department, the appropriate phone number(s) for <br />contacting staff from the Division of Solid Waste. <br /> <br />The Ramsey County Department of Public Health, Division of Solid Waste <br />shall make every effort to ensure that any HHW abandoned at the site <br />does not remain on site overnight. <br /> <br />Ramsey County Department of Public Health <br />Division of Solid Waste <br /> <br />7/92 <br />
