Dynex personnel shall respond immediately to remove and properly
manage any waste abandoned at the site during non-operating hours.
Dynex shall promptly report any such incidents to the Division of
Solid Waste.

Description of New or Temporary Construction

SITE IMPROVEMENTS

A reinforced concrete slab measuring approximately 18 feet by 38 feet
will be placed east of Kent Street, just north of the entrance gate to
the property used by the Ramsey County Department of Public Works (see
Attachment 2 - Project Location). The concrete slab will be designed
and sealed for spill containment. Once the concrete has cured, the
Ramsey County Department of Public Works shall apply an approved epoxy
sealant. Asphalt pavement will be added to provide access to the slab
from Kent Street.

TEMPORARY CANOPY

On weekends when the site is open, the canopy shall be erected on
Friday mornings, remain set up on site overnight on Fridays, and taken
down Saturday evenings. It will be set up over--and completely
cover--the concrete slab. The canopy shall measure approximately 20
feet by 40 feet, be about 16 feet tall at its highest point, and have
a minimum overhead clearance of nine feet. Bach 20-foot end of the
canopy shall have retractable heavy-duty sidewalls to reduce wind and
rain penetration. The sidewalls could be rolled up or down as needs
dictate. The canopy will be royal blue in color, made of 16-ounce
heavy-duty, flame-retardant nylon, and supported by staked cables and
treated wooden beams.

This design will allow at least two lanes of traffic, each 10 feet
wide, to simultaneously enter the drop-off area beneath the canopy.
Each traffic lane could be serviced by a separate team of Dynex
technicians.

UTILITIES

Dynex will supply portable units for telephone, water, sanitation, and
electricity (for lighting, if necessary).

Ramsey County Department of Public Health
Division of Solid Waste

7/92
