<br />can remain on site during non-operating hours. No other equipment <br />shall remain on site overnight. <br /> <br />Before opening the site to the public, Dynex staff shall place traffic <br />cones, a sign showing operating hours, and three directional signs so <br />as to direct traffic to the site in an orderly manner. Directional <br />signs shall be placed west of Kent St. on the south side of Larpenteur <br />Avenue, east of Kent St. on the north side of Larpenteur Avenue, and <br />on the east side of Kent Street, at the the entrance gate to the HHW <br />collection site. Dynex shall remove signs at the end of each <br />operating day. <br /> <br />During site operating hours, cars will be directed to one or two <br />service lanes under the canopy. Once under the canopy, drivers will <br />shut off the engine and open the trunk. Dynex technicians will <br />inspect the waste to ensure it was acceptable material, and then will <br />remove acceptable waste containers from the trunk and place them in <br />leak-proof plastic tubs. Waste containers shall not be opened at this <br />site, except to verify contents. Containers will be packed in drums <br />or tubs, placed into a truck, and then transported to the main <br />facility in Mounds View during or at the end of each operating day, as <br />needed. Once at Dynex, the containers will be opened, and the waste <br />consolidated or repackaged prior to shipment to approved treatment, <br />storage, and disposal facilities. <br /> <br />It is anticipated that the Roseville site would be used by an average <br />of 90 vehicles per day, with an average waiting/service time of 10 to <br />15 minutes per vehicle. Dynex must provide staff to direct traffic in <br />the event participation exceeds anticipated levels. - Kent Street and, <br />if necessary the property used by the Ramsey' County Department of <br />Public Works, will be used to accommodate vehicles waiting to enter <br />the collection site. <br /> <br />The County shall supply, and Dynex technicians shall distribute to <br />each participant, written information about safe, at-home management <br />of HHW, on ways to reduce HHW produced, on managing unacceptable <br />materials, and any other information deemed relevant by the County. <br /> <br />Public information materials and signage will be used to direct <br />residents to those routes that would have the least impact on local <br />traffic patterns. The Ramsey County Department of Public Health will <br />work with City of Roseville staff to determine the appropriate <br />routing. <br /> <br />Dynex shall station an emergency response coordinator on site during <br />all operating hours. Dynex shall telephone the local fire department <br />and hazardous materials response team to notify them when the site is <br />in operation. <br /> <br />In the event severe weather or other circumstances force temporary <br />closure of the site, Dynex shall immediately notify the County's HHW <br />coordinator, shall post a sign stating the site is temporarily closed, <br />and shall station a technician or other qualified Dynex employee on <br />site for the remainder of that day's schèduled operating hours. <br />-page 2 of 3 <br />
