MEMORANDUM

DATE: 11 September 1991
TO: Planning Commission
FROM: Phil Carlson

RE: Proposed Forestation Control Ordinance

The proposed Forestation Control Ordinance represents an important step toward enhancing
the natural environment in Roseville, and we support the concept. John Shardlow has
worked with Bob Bierscheid to refine the ordinance and his earlier memo to Bob is
attached. A1; John points out, while the ordinance deals well with trees and plants on
public lands and protecting private land and property from potential danger, it is not a
"tree preservation" ordinance, as that term is commonly used. If the Commission wishes
to pursue the concept of preserving trees and other existing vegetation in private
developments, that will be a different (though related) topic for another discussion, and
would involve another set of requirements for the Commission and Council to consider.
