BACKGROUND <br /> <br />Mr. Nelson owns two lots on Hamline Avenue, one of which is <br />occupied by his single family home. The property is zoned R-4, <br />but guided LR. with the upcoming reconstruction of Hamline Avenue <br />the property would be assessed about $10,000 (only R-1 and R-2 <br />land is exempt from the assessments). Mr. Nelson has no intention <br />of developing the land in accordance wi th the R-4 zoning and is <br />requesting a rezoning to R-2, both to save the assessment cost and <br />to bring the zoning into line with his intentions. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Comprehensive Plan & Zoninq Code References <br /> <br />The property is guided LR Low Density Residential, but zoned R-4, <br />Three and Four Family Residence District. The property to the <br />east, deyeloped with an apartment building, is guided MR and zoned <br />R-6¡ the property to the south is guided B and zoned B-3¡ the lot <br />immediately to the north, with another single family home on it is <br />also guided LR and zoned R-4. Other property nearby is zoned R-2 <br />and R-4 (see attached portion of Zoning Map). <br /> <br />Enqineerinq Considerations <br /> <br />A small piece of right-of-way, 10' x 11', needs to be dedicated <br />for Hamline Avenue at the southwest corner of the parcel. <br /> <br />3. CONCLUSION & RECOMMENDATION <br /> <br />The proposed rezoning removes an inconsistency between the <br />Comprehensive Plan and the Zoning Map. Given the nature of the <br />surrounding mUlti-family and commercial development, it is also <br />reasonable to zone the property R-2 instead of R-l. We recommend <br />approval of the rezoning to R-2. <br />
