CONCLUSION <br /> <br />with the PUD process, the City can allow some flexibility in the <br />strict application of zoning standards in exchange for <br />improvements to the existing site. An aging, undersized gas <br />station and a deteriorating retail building do not enhance the <br />neighborhood as much as one expanded, remodelled service station <br />does. If the proposed development were required to follow strictly <br />all the setbacks and design standards, it could not fit on this <br />site. By creating a PUD, we can bring the site closer to the <br />intent of the Code standards while allowing the applicant to <br />realize his full proposal. We recommend approval of the General <br />Concept Stage for this Planned Unit Development. <br />
