Rosevil1e is approaching buiI.d-out and there are many legitimate reasons why the use of this Jand needs to be carefully studied. We are planning a complete community visioning proceSs. with obvious relevance to the best future use of this property. The law allows cities to adopt moratoriums for a year, and they may be extended up to 18 months while a study is being performed. There are no specific requirements for the nature, e:nent, or rate at which the study is conducted. Again. depending upon the time period over whic:h you desire to control the use of this land. there may be a way to effectively extend this moratorium even further. We could establish the importance of carefully studying the future use of this land. jf and when it is deemed smplus by these other governmental units. The:p1an could establish the need to conduct these studies and the City could simply wait until we learn about actual plans to sell the land before starting the clock on the moratorium.
