That approach is the Interlm Development Moratorium option. This Jand has been <br />maintained in open space uses for manyyea.rs. Rosevil1e is approaching buiI.d-out and there <br />are many legitimate reasons why the use of this Jand needs to be carefully studied. We are <br />planning a complete community visioning proceSs. with obvious relevance to the best future <br />use of this property. <br /> <br />The law allows cities to adopt moratoriums for a year, and they may be extended up to 18 <br />months while a study is being performed. There are no specific requirements for the nature, <br />e:nent, or rate at which the study is conducted. <br /> <br />Again. depending upon the time period over whic:h you desire to control the use of this land. <br />there may be a way to effectively extend this moratorium even further. We could establish <br />the importance of carefully studying the future use of this land. jf and when it is deemed <br />smplus by these other governmental units.
