BACKGROUND Jade, Inc. operates the Rosedale Amoco service station on the corner of Fairview and County Road B-2. They applied last month for a Special Use Permit to set up an area of outside merchandise display and a storage area for scrap material. The Planning Commission expressed concerns about the merchandise display blocking the sidewalk and about handicapped access generally at the station. The item was continued to this month's meeting. The applicant has revised the request, eliminating the merchandise display, wi th the exception of the ice machine, which has been moved further north away from the building entrance (see attached drawings and narrative). As currently proposed the ice machine will not block pedestrian circulation at all in and out of the building or restrooms. . We have asked about plans for making the building and site handicapped-accessible, and the applicant is sincerely interested in pursuing this, but must work wi th the owner, Amoco, who have indicated that they might consider such work wi thin a year. To completely upgrade the station would involve not only ramps on the sidewalk curb, but new doors and fixtures in the restrooms, or even the consolidation of the restrooms into one larger wheelchair-accessible unisex restroom. The Special Use Permit application involves two separate requests. The first is for the merchandise display, now consisting of just the ice machine. The display racks for tires, oil, and washer fluid are no longer part of the request. The other part of the request is for the small fenced area for outside storage of tires and recyclable material on the north side of the building. This part of the request still stands as originally proposed.
