BACKGROUND <br /> <br />Jade, Inc. operates the Rosedale Amoco service station on the <br />corner of Fairview and County Road B-2. They applied last month <br />for a Special Use Permit to set up an area of outside merchandise <br />display and a storage area for scrap material. The Planning <br />Commission expressed concerns about the merchandise display <br />blocking the sidewalk and about handicapped access generally at <br />the station. The item was continued to this month's meeting. <br /> <br />The applicant has revised the request, eliminating the merchandise <br />display, wi th the exception of the ice machine, which has been <br />moved further north away from the building entrance (see attached <br />drawings and narrative). As currently proposed the ice machine <br />will not block pedestrian circulation at all in and out of the <br />building or restrooms. . <br /> <br />We have asked about plans for making the building and site <br />handicapped-accessible, and the applicant is sincerely interested <br />in pursuing this, but must work wi th the owner, Amoco, who have <br />indicated that they might consider such work wi thin a year. To <br />completely upgrade the station would involve not only ramps on the <br />sidewalk curb, but new doors and fixtures in the restrooms, or <br />even the consolidation of the restrooms into one larger <br />wheelchair-accessible unisex restroom. <br /> <br />The Special Use Permit application involves two separate requests. <br />The first is for the merchandise display, now consisting of just <br />the ice machine. The display racks for tires, oil, and washer <br />fluid are no longer part of the request. The other part of the <br />request is for the small fenced area for outside storage of tires <br />and recyclable material on the north side of the building. This <br />part of the request still stands as originally proposed. <br />
