A substantial portion of this property is occupied by the "Healy <br />Pond" which functions as a permanent ponding area in this part of <br />the City. The City has been attempting to obtain a drainage <br />easement for this pond which easement is now proposed as a part <br />of this plat. <br /> <br />2. The dry land on the north side consists of approximately 46,355 <br />square feet, which at 11,000 square feet per lot would appear <br />to accomodate four lots. Placement of the lot lines approximately <br />as shown, however, produces three building sites with frontage on <br />Cleveland Avenue. The building line for Lot 1 will be substantially <br />back from Cleveland Avenue, placing a home on this lot approximately <br />110 feet west of Cleveland Avenue. <br /> <br />3. The plat includes additional dedication of ten feet on the north <br />side of Roselawn Avenue and an additional 16.5 feet on the west <br />side of Cleveland Avenue. Assessments will be spread against <br />the proposed lots for sewer, water, and storm sewer services. <br /> <br />4. The only problem we see with respect to this plat, in consultation <br />with the City Engineers, is the proposal to plat the southerly 110 feet <br />of the property as Outlot A. This outlot contains only water area <br />and unbuildable land, and obviously will be let go tax delinquent. <br />This ultimately places the City in a position of responsibility for <br />maintaining the shoreline on this corner. We have advised the <br />landowners that the pond should be divided approximately in one- <br />third ratios to each of the three lots. It is not advisable, in <br />our opinion to purposely plat land leaving unuseable portions <br />for the City to maintain. <br /> <br />5. An optional method of platting the land would be to simply divide <br />the buildable property into two relatively large lots. A view of <br />the large homesites across the streeton Lauren Road shows that this <br />may well be a feasible possibility. In any case, whether it is <br />two lots or three lots, the building sites will have an excellent <br />view over the pond and should attract some fine homes. <br />
