<br />People from the apartments do use the space between the <br />apartments and C-2 and Woodbridge for walking dogs, just as <br />people beyond Woodbridge walk their dogs there also. Walkers <br />and joggers from both the single family homes between Dale <br />and Woodbridge and the apartment residents like to use <br />Woodbridge because it is the last safe street before Rice <br />St 1'°0 eet . <br /> <br />On page 5 we may find the crux of the rezoning issue. The last <br />two paragraphs of section 3 briefly identify a need for better <br />landscaping and recreational space for the apartment residents. <br />Whether this is an identified problem by the apartment residents <br />is not mentioned. Our understanding of this report is that by <br />rezoning this land the City of Roseville could require upgrading <br />of the current maintenance and site improvement at the <br />apartments. Neither preliminary plat map shows any changes <br />around the apartments. <br /> <br />This seems to be an inappropriate and unfair way to deal with <br />that kind of problem. If there is a problem with the way the <br />apartment owners maintain the land directly surrounding the <br />buildings, why must the land across from Woodbridge and C-2 be <br />rezoned to do it? <br /> <br />In conclusion we feel the proposed rezoning is the wrong way to <br />deal with maintenance issues. But more importantly there is the <br />density issue. That unplatted property was left that way because <br />that Rl land was needed to enable 4 ninety-unit apartment <br />buildings to be built. We agree with a statement on page 2 of <br />the rE!pOI,ot. <br /> <br />"Remclvi ng the Rl 1 and from t.he remai nder of t.he property <br />result.s in an overall densit.y for the apartment land that <br />exceeds t.he maximum densit.y allowable in either t.he R7 or <br />¡::;:3 district." <br /> <br />Adding the additional housing to this propert.y result.s in a <br />densit.y t.wice as high as t.hat. at. nearby Concordia Meadows. <br /> <br />In support of this request. for no rezoning of this property, we <br />have a petit.ion with 83 names. The names come basically from <br />people on Woodbridge, C-2 and Marion; people who we thought would <br />have received the rezoning information. <br /> <br />Of the 28 houses that roughly face this area under consideration, <br />people from 24 of them do not. want. rezoning, three owners are <br />out of town and one could not be reached. <br /> <br />John & Marge Pollack <br />2795 Woodbridge st.. <br /> <br />2 <br />
