Roger Kolstad, Rosedale Estates

Case No. 2426

Page 3

credits into account, the following is a comparison of the
densities for tþè Rosedale Estates apartments - allowed, existing,
and proposed. / /
/

Use

Densitv

R-7 Allowed
R-3 Allowed

11.2 u/a
24.0 u/a

Existing/Net
Existing/Gross

32.1 u/a (R-7 area only)
17.3 u/a (with R-1 buffer land)

proposed/Net
Proposed/Gross

24.8 u/a (Apartment area only)
18.5 u/a (with 24 new SF units)

considering the large difference in allowable density between the
R-3 and R-7 Dis~ricts, and the eventual density achieved, it is
,curious that the existing plan was a rezoning to R-7 and not to
R-3.

3. DEVELOPMENT ANALYSIS

ComÐrehensive Plan & Zoninq Code References

The entire residential area of the site, including the R-1 buffer,
is guided in the comprehensive Plan as HR High Density
Residential. The two B-2 parcels are guided B - Business.

The Housing Policies section of the Plan includes the following:

GOAL: Encourage opportunities for a balanced population with
respect to age and economic composition.

POLICY: Encourage innovative planning and design in
residential developments.

POLICY: Adopt more flexible minimum standards for single
family and mUlti-family housing developments to allow for
innovative developments and more efficient densities.

The R-1 District allows single family homes and other compatible
uses, such as schools, churches, and parks. However, according to
the conditions in the Special Use Permit for this project, the R-1
area would not be allowed to have any active use and would need to
remain vacant unless a new approval is granted, either a revision
of the Special Use Permit or a new PUD.
