Mr. Swords owns a single family home on Hamline Avenue. The <br />property is zoned R-4 but is designated as LR on the City's <br />comprehensive plan. <br /> <br />2. <br /> <br />Mr. Swords has no intention of <br />accordance with the R-4 zoning and <br />to save on assessments for the <br />completed on Hamline Avenue. <br /> <br />developing the land in <br />is requesting a rezoning <br />street improvement work <br /> <br />3. The Roseville Planning Commission unanimously recommended <br />approval of Michael Swords request for rezoning from R-4 to <br />R-2 at 1720 Hamline Avenue with the condition that the <br />special assessment be deferred until such time as the <br />property is rezoned other than R-1 or R-2. <br /> <br />Alternatives: <br /> <br />1. Deny the request based on the finding that the proposal <br />would be inconsistent with the City's zoning ordinance. <br />2. Approve the request based on the finding that the proposal <br />would be consistent with the City's comprehensive plan. <br />Policy Ob;ectives: <br /> <br />1. To insure development occurs consistent with the City's <br />comprehensive plan and zoning ordinance. <br /> <br />Staff Recommendation: <br /> <br />1. It is recommended that the Ci ty Council approve Michael <br />Swords request for rezoning from R-4 to R-2 at 1720 Hamline <br />Avenue North with the condition that a special assessment be <br />deferred until such time as the property is rezoned other <br />than R-1 or R-2. <br />
