PLUDlING REPORT DATE: 9 september 1992 CASE NUMBER: 2458 APPLICANT: City of Roseville LOCATION: Fernwood street between County Road C & Woodhill ACTION REQUESTED: Vacation of Street Right-of-Way 1. BACKGROUND The City is planning to build the John Rose Minnesota Oval skating facility adjacent to the existing Roseville Ice Arena and needs to vacate a segment of Fernwood Street for the project. The Planning Commission considered the street vacation request at its last meeting, where several issues were raised. These are discussed in more detail below and in the attached materials. The four major issues are: 1) Sanitary sewer (MWCC interceptor) 2) Traff ic 3) Parking 4) Environmental issues The first two issues are directly related to the street vacation, since the sewer easement is within the Fernwood right-of-way and traffic on Woodhill might be affected by the closing of this portion of Fernwood. The other two issues are only indirectly related to the vacation request and do not fall under the technical items that should be considered for review of this street vacation request. To be consistent with review of private development projects, the proper time to consider the parking plan would be when the site plan for the Oval is reviewed. As a City building, the new Oval is a permitted use in the R-1 District. within the site plan review process the number and location of parking spaces would be compared to the Code requirements. If it is determined that there is insufficient parking on the Oval - site, then we would discuss shared parking, parking management, event scheduling, etc. , to satisfy the concerns, and if necessary, recommend specific conditions of approval, a variance, or an Interim Use Permit for the facility. The Planning Commission would review the plans if
