BACKGROUND <br /> <br />The City is planning to build the John Rose Minnesota Oval skating <br />facility adjacent to the existing Roseville Ice Arena and needs to <br />vacate a segment of Fernwood Street for the project. The Planning <br />Commission considered the street vacation request at its last <br />meeting, where several issues were raised. These are discussed in <br />more detail below and in the attached materials. The four major <br />issues are: <br /> <br />1) Sanitary sewer (MWCC interceptor) <br />2) Traff ic <br />3) Parking <br />4) Environmental issues <br /> <br />The first two issues are directly related to the street vacation, <br />since the sewer easement is within the Fernwood right-of-way and <br />traffic on Woodhill might be affected by the closing of this <br />portion of Fernwood. <br /> <br />The other two issues are only indirectly related to the vacation <br />request and do not fall under the technical items that should be <br />considered for review of this street vacation request. To be <br />consistent with review of private development projects, the proper <br />time to consider the parking plan would be when the site plan for <br />the Oval is reviewed. As a City building, the new Oval is a <br />permitted use in the R-1 District. within the site plan review <br />process the number and location of parking spaces would be <br />compared to the Code requirements. If it is determined that there <br />is insufficient parking on the Oval - site, then we would discuss <br />shared parking, parking management, event scheduling, etc. , to <br />satisfy the concerns, and if necessary, recommend specific <br />conditions of approval, a variance, or an Interim Use Permit for <br />the facility.
