We would also work with affected <br />aqencies to determine what environmental review, if any, is in <br />order for the construction of the skating facility itself. <br /> <br />Even thouqh the last two issues are not directly part of the <br />street vacation request, we have included a discussion of all of <br />these issues as general background. <br /> <br />2. DEVELOPMENT SUMMARY <br /> <br />The City owns 33' of street right-of-way only on the west side of <br />the centerline of Fernwood. The east half of Fernwood is built on <br />City property that is technically not right-of-way. The request <br />is to vacate the 33' of the Fernwood Street right-of-way from. the <br />north right-of-way line of County Road C to the south right-of-way <br />line of Woodhill Drive, a distance of about 712'. <br /> <br />3. DEVELOPMENT ANALYSIS <br /> <br />The four issues mentioned above are discussed in the attached memo <br />and Fact Sheet from Public Works Director Steve Gatlin, and <br />summarized below. <br /> <br />MWCC Sewer InterceDtor <br /> <br />As noted, MWCC staff has agreed to the proposed plan, with formal <br />agreement by the MWCC Board expected by the end of October. An <br />easement is being reserved for the sewer line and the city will <br />agree to pay for any extra costs associated with repair or <br />maintenance of the pipe in the future which are above and beyond <br />normally expected costs if the Oval were not built. These costs <br />are not considered excessive given the remaining useful life of <br />the sewer line and the already high cost of repair given the <br />line's capacity and depth. <br /> <br />Traffic <br /> <br />The volume of traffic on Woodhill is currently 10 to 15 times the <br />traffic on the segment of Fernwood to be vacated. Woodhill is <br />operating at about half its capacity as a 44'-wide two-lane <br />roadway. The additional traffic on Woodhill as a result of the <br />closing of Fernwood will be minimal: 100 to 200 cars par day in <br />each direction on top of the existing 1,900 to 3,750 cars per day <br />at Hamline and Lexington, respectively. Woodhill is an MSA street <br />with parking on both sides and has' been designed and funded to <br />handle this amount of traffic and parking. <br />
