No. 2458 <br /> <br />paqe 4 <br /> <br />(RCWD) will be needed for the grading work associated with the <br />Oval, but as noted in their attached letter, they expect the <br />project will result in improved water quality for the pond. <br /> <br />Environmental impacts of the project were reviewed by the <br />Environmental Quality Board (EQB) as a result of a petition <br />submitted by interested citizens. Based on this review, a <br />determination was made by the EQB that the project does not <br />require an Environmental Assessment Worksheet (EAW). <br /> <br />4. CONCLUSION & RECOMMENDATION <br /> <br />Based on the discussion at the previous Planning Commission <br />meeting, four major issues were raised concerning the vacation of <br />Fernwood Street: <br /> <br />1) Sanitarv Sewer. We believe the MWCC sanitary sewer is <br />being adequately addressed and the MWCC staff has <br />agreed to the City's plan. <br /> <br />2) Traffic. Traffic impacts will be minimal given the <br />small amount of traffic on Fernwood and the capacity of <br />Woodhill to absorb this amount of traffic. <br /> <br />These two issues are directly related to the street vacation <br />request and based on this information alone we would recommend <br />approval of the vacation request. <br /> <br />Other issues have been raised which are not directly related to <br />the request at hand, but we have attempted to address them anyway: <br /> <br />3) Parkina. The parking situation will be improved once <br />the Oval and overflow parking lot are constructed. A <br />more detailed parking management plan will be developed <br />in conjunction with review of the construction plans, <br />but the City can agree in principle that the parking <br />situation will be handled to keep excess event traffic <br />and parking off of the neighboring local streets, other <br />than Woodhill. <br /> <br />4) Environmental Issues. No environmental permi ts are <br />needed and no adverse impacts are anticipated. In <br />fact, RCWD believes the project will improve the water <br />quality of the neighboring wetland. <br /> <br />The vacation of Fernwood does not pose a problem for these two <br />issues either. We recommend approval of the vacation request. <br />
