Environmental impacts of the project were reviewed by the Environmental Quality Board (EQB) as a result of a petition submitted by interested citizens. Based on this review, a determination was made by the EQB that the project does not require an Environmental Assessment Worksheet (EAW). 4. CONCLUSION & RECOMMENDATION Based on the discussion at the previous Planning Commission meeting, four major issues were raised concerning the vacation of Fernwood Street: 1) Sanitarv Sewer. We believe the MWCC sanitary sewer is being adequately addressed and the MWCC staff has agreed to the City's plan. 2) Traffic. Traffic impacts will be minimal given the small amount of traffic on Fernwood and the capacity of Woodhill to absorb this amount of traffic. These two issues are directly related to the street vacation request and based on this information alone we would recommend approval of the vacation request. Other issues have been raised which are not directly related to the request at hand, but we have attempted to address them anyway: 3) Parkina. The parking situation will be improved once the Oval and overflow parking lot are constructed. A more detailed parking management plan will be developed in conjunction with review of the construction plans, but the City can agree in principle that the parking situation will be handled to keep excess event traffic and parking off of the neighboring local streets, other than Woodhill. 4) Environmental Issues. No environmental permi ts are needed and no adverse impacts are anticipated. In fact, RCWD believes the project will improve the water quality of the neighboring wetland. The vacation of Fernwood does not pose a problem for these two issues either. We recommend approval of the vacation request.
